State Terrorism

State terrorism is defined as terrorism that is executed or supported by the state. Like terrorism in general it's about willful attacks on civilians with the goal of achieving a political or religious goal.
 
State terrorism exists in many forms but the form of state terrorism mainly directed at the misleading of the people is that of the 'false flag operation'. These operations are constructed in such a way that it seems as though they are executed by foreign entities. They can be executed by governments, enterprises and other organisations and are both secret and clandestine.

The name is derived from the military concept of flying under false colours; using another country's flag instead of one's own. False flag operations are not used exclusively for war-, counter- or insurgency operations but are also used during peacetime. An example of this is in the Netherlands with the establishment of the Marxist-Leninist Party of the Netherlands by the Domestic Security Agency but also in Italy during the Strategy of tension.
